Flowing east toward the Pacific coast of Kamchatka, the clean, fast-flowing Jopanova river remains untouched by civilization. It supports an enormous run of spawning salmon and during the Soviet era it was only lightly fished, because the Kamchatkan hunters collective had a monopoly on it and didn't want to fish it out. When the government in Moscow threatened to build three dams on the river, which would have halted the salmon run, the fishermen stopped construction by taking the starter motors off the government's heavy equipment and flying to Moscow to plead their case. They won.
